what is an acceptable voltage range for fresh cr123s?

I just purchased 4 energizer cr123a batteries. 3 of them are right at 3.2v, and one is at 3.08v.

Is this acceptable? My gut says no, but I'm curious what you guys think.

The cells at 3.2 volts are prime. The battery at 3.08 is still good for duty but it would be best if you don't pair it with one of the other 3.2 volt batteries.
