It looks like something from those grow your own crystal kits they make for kids, some of them include glow in the dark powder as an impurity.

The most disappointing product in my entire life. I felt so betrayed after being so excited about that Christmas present. I got one of those when I was 8, and it took me 5 years before I trusted anything chemistry or DIY related.
