where to get 16mm base/board

If you've got the bare LED, you can attach it directly to the heatsink. If it's a Cree, flip the LED over and sand off the ends of the bottom contacts so that the bottom of the LED is electrically isolated. Now you can epoxy/reflow solder/whatever without short circuits. Be careful what PCBs you use under the LED as they present a huge obstacle to dispersing heat.

I haven't seen the boards sold separately.
 
Thank you for the answer. Unfortunately the heatsink of the flashlight I want to modify has a slot in the middle so it does not have a good surface to glue the LED.
I have found 19 mm stars, but it seems impossible to find 16mm bases.
Any other idea?

Grind it down to size?
 
I have to make quite a few units and I was looking for an option that would be quicker to make.
Any ideas to get the 16mm bases are welcome
 
I had to look long and hard for these, but when I finally found some I ordered a whole pile. The link you provided shows an XRE on a board so I am guessing this is what you are looking for. They are cheap too. 2$ for a 5 pack.:D
