I have an older Mag 6 C cell light that has a small dab of red paint on the barrel. What should I use to remove the paint without damaging the black anodized finish? Thank you.

I think you are safe with most solvents, only something pretty alkaline like sodium hydroxide is going to attack annodising. The right solvent will depend on the type of paint on the light, but try wiping a little inside the tail cap first to test for colour fastness ;-)
Perhaps turps or maybe cellulose paint thinner.
