Is there a light with the brightness and throw of gene's M60 p60 drop in with low/high and strobe settings that takes a 18650, waterproof and thats pretty tough?

Would more throw work? The Olight M20 might work for you. Not sure about waterproof. (dive light or occasional puddle? Puddle will be fine but it's not a dive light)

Do you specifically need strobe? Keep in mind that you can manually "strobe" a light with a forward clicky switch. It might not be as consistent as a normal strobe, but might be adequate enough.
The Jetbeam Jet III M apparently has a strobe and a programmable output mode, but isn't fully regulated on an 18650. You might want to look at the fenix TK11 or Eagletac T10L (or T10LC2), which both have medium and high modes, as well as forward clickies.
None of these will be truly "waterproof," but they should stand up to rain and some dunking.

Gene has just come out with a replacement ring for his MD2.With that you could use his light,his drop in and you have your high/low.Tough and 18650.No strobe though
