If I have a high-power LED, whether SSC P7 or CREE MC-E; or whether it's a flashlight powered by CR123's or a 18560's, how can I use an existent power source of 24 volts to properly power this LED or flashlight, preferably being able to use modes?

I'm asking because I have an electric bike with a 24-volt battery and would like to make a flashlight that feeds off the battery. At first I looked at making one from parts, but it would cost much less to just buy an MTE or something from DX that already has the modes and the high-power LED.

Is it as simple as purchasing a proper circuit chip that I would be incorporated between the power source and the light source to adapt the 24-volts to the voltage desired by the LED?
