I don't know of any shops in Toronto that carry them, but you should try the local Surplus stores.
Or you can order online from https://911supply.ca they located in Canada and have most SureFire line in stock, and they also have next day delivery in Canada.
There is also http://www.tetragon.ca/ but I have never dealt with them.
