I counted about fifty lines of bluster and bollxxxx in that post, but you didn't answer the point about whether what you are claiming is either safe or even possible. Just a lot of hot air, so far.

The question is "How safe or unsafe" and "safe enough for who".
The SAFETY will be determined by the final spec.
WHICH PART OF "planning/verifying" DO YOU NOT UNDERSTAND?
There are many CPF ONLY versions of lights that are considered unsafe for the average user.
If you have doubt in your life, may I suggest you seek help elsewhere.
Regarding your repeated questions, which have been answered, consider post 177 a rule of participation.
