I suspect the reasons for the perception of CPF becoming less tolerant is twofold. First off, there are many more members than before. Even if the number of "newbie" questions per member is the same as before, just by virtue of the fact that there are many more members means a lot more of the same types of questions. Second, the economy may have something to do with it. A fair number of people here are either unemployed or underemployed. This takes its toll, and carries over into other areas of your life. A lot of people come here to relax and learn new things, and not answer the same types of basic questions over and over again. Combine the increase in basic questions with the stress in some people's lives, and it's easy to see why things have changed around here.

I think one easy way to determine if a question should be asked or not is to do a quick search. If a bunch of answers to it come up, then the answer is obviously no. On the other hand, if you don't find the answer within perhaps 5 or 10 minutes of searching, then it should be OK. Also, it doesn't hurt to periodically revisit old topics just to see if changes in technology have rendered the answers obsolete. For example, someone searching for "LED efficiency" would get incorrect answers by using a 4-year old thread as their source of info. This is one clear case where starting a new thread about an old topic isn't a horrible idea. Such threads often get enthusiastic response even from seasoned members seeking to bring old info up to date.
