say i have 4 diffent brands of 18650 cells. would the one with the less resistance be the one who can provide the most amps

I guess that would be assuming each cell was made and labeled properly. I've found a few that were not. Usually the cheap stuff best avoided.

For unprotected 18650, I like Molicel M35A cells. 3500 mAh rated, 10 amp discharge, and rated down to -45 degrees C. Some brands don't live up to their ratings, or die prematurely when used at high outputs. Most don't hold up in cold weather. Don't get crappy cells that claim to be the best. Get cells with a proven track record showing they are the best.

ive been lucky on cheap cells so far got some 14500 for 3 bucks a cell and im 90 percent sure its a vapocell 14500 1000 mah 10 amp cell
