10 watt led not pulling 10 watts

I have a 10 watt led mounted on a copper heatsink with a small fan to disapate the heat. The fan is 5v and the led is 5v too. The fan pulls .3 amps or ~1.5 watts. The led requires 2a at 5v for 10w. I am using a 5v 3a power supply. If I connect the 5v power direct to the led without the fan, it pulls 10 watts. But when i wire the fan and the led together to the to the 5v power supply, the entire output measures about 9 watts total for fan and led. With the the led can only be receiving a max of 7.5 watts. Any ideas on how to wire it so will pull the full 10w?

Assuming you connect the fan and LED in parallel:
1- What is the voltage at led? (Not the power supply, not the wires)
2- What is the voltage at fan? (Not the power supply, not the wires)
3- What is the voltage at power supply? (Not the LED, not the fan)
Assuming you connect the LED only:
4- What is the voltage at led?
5- What is the voltage at power supply?

Adding the fan is most likely changing the resistance of the circuit, and reducing the current to the led, I am no expert maybe someone can suggest a solution.
