18650 problems

I sold a buddy at work my Olight M30 and two protected Ultrafire 18650s (the grey ones). All of the sudden, the light stopped working (by stopped, I mean dimmed down to practically nothing). His cahrger (the DX digital one) won't even register to charge. Now I tested the volts on both (thinking he had tripped the PCB) and noticed they both showed about 3.9v. I put them in my wf-139 and this charger took them and charged, stopping at 4.20 and 4.21v. Gave the batteries back and he gets the same thing. Are the batteries bad (no amps?) I ask because the DX charger wouldn't even register them (charger is good, as I have tested it with AWs). Any input? Does he need new batteries? (I know the UFs are junk, but I thought they would last a little longer than this.) Thanks all!
 
simple voltmeter checking while on the charger might be usefull.
the light is a powerfull one running 2x18650s at 1C , so a weak one of the pair could be the problem easy enough.
(assuming your talking about the quad die)

there is one thing you didnt say, does the light work? with another configuration?
(everything else you did say, which is cool)
 
Sorry, I forgot. The light is not the problem as it runs fine on 3 and 4 123 primaries. I am thinking one of the batteries belied up and can't take the amps, maybe? Thanks for the replies.
 
Get some better cells, try some EagleTac 18650s for a great cell at a reasonable price with button tops.
