Here´s an alternative sollution for a 18650 "sleeve" to Maglite. These plastic caps are used for the end of metal tubes.
You can drill a hole to the caps so that the 18650 will fit tightly in. After that you just tape them together and Voilà. The diameter of the cap is 33mm as the inner diameter of Mag is some 35mm. The cap with battery glides nicely in and out. And you just loose the battery by pressing it gently through the holes.
