I'm planning to fly domestic within the US tomorrow and was wondering whether it's common for a CL1HV3 sized light and/or its 18650 batteries to have trouble in security (carry-on), if not, then how about in the checked bag?
My understanding from travel is Lithium batteries need to be in cases (not loose). When checking plane side luggage (on smaller regional jets) they specifically tell you lithium batteries - ie camera / laptop batteries are not to be in the plance side checked luggage, but carried on with you.
This was a huge topic on camera websites a few months ago - there is a mah limit but it is HUGE. The only time I've ever really been questioned was coming back from China just prior to the olympics - I had several spare batteries for my Stinger - they were concerned - after they saw I had the light with me as well they were okay with it - didn't want me carrying several large batteries on for no good reason I guess.
I frequently get checked in the US for the stinger batteries - but as soon as they see them they have been okay with it. The Stinger battery is considerably larger than a 18650, I'd say 50 to 75% longer and thicker.
I think they don't want them loose - and shorting out on something.

Lithium and Li-Ion batteries in a device are ok in both carry-on and checked bags. Spare Lithium and Li-Ion batteries can not be checked, and must be carried on.
I´ll be in Hong Kong in Feb/2016 , and I´m thinking of bringing back to Brazil 3 18650´s Li-On (since we can´t buy them internationaly because of the new regulations.
I just flew from Australia to USA and back. Was on three different airlines, had 16340's and 18650's in lights and containers in my carry-on and never even got stopped in security. No worries
I haven't had anyone check or ask on recent flights. But, I've been in at least two airports where they announced that li-ion batteries should not be in checked bags - they said to leave them in carry-on only, and to remove them from gate-checked bags.
I went to New York from LAX and back with 18659, 18350 & 16340 cells in lights and in plastic battery carriers. No one even asked what they were. I usually have to go through the X-ray machine due to a lot of titanium and two rechargeable implanted medical devices. I usually set off all the bells & whistle so I carry my "Medical Device" cards in a see through holder on a 4 Sevens lanyard so I can flash them as soon as the bells go off...
