2 factors $45 and 30+ l/w

ok i need a light

it will be home made
and i only need information on the light source

here are the points it must stick too

under $45 / £30
over 30 lumens/w

and heres what im after - the brightest white light (2500 - 10000k)
that meets the 2 above points

it can be cluster of leds flourecent halogen whatever id be building it so i just need recomendations of light sources and where to get them
price of mounting and construction materials is not an issue

here is an example of what im after...

9 x p4 leds = aprox $45 and at 1amp will be over 30l/w

so is there anything that can do brighter for the same money at over 30l/w?

The Cree XR-E Q5s(Q3s and up?) and up should be be brighter then the U bin Seoul P4s at the same drive current. More expensive then the P4s though.
