Anyone know if this cheap Soshine charger is any good?

I'm on the lookout for buying a couple of cheap AA/AAA-charger and saw this one at DealExtreme.

It seems to have the things I'm looking for, cheap, 4 independent channels, fast and small size. But does anyone know if it has delta cutoff? Is there anything else I forgot?

Thanks, the angel eyes looks really nice, but I'm buying a couple of chargers for my family, and I doubt they want to pay that much for a charger.

I was hoping someone here knew or could puzzle out from the sparse info if this is a "smart" charger, not just timed.

Otherwise anyone know of a cheap, 4 separate channel, reasonable fast "smart" AA/AAA charger for under 15USD?
 
I have been using a Soshine S1-max charger for my 18650 batteries, with 12V DC power input from a sealed lead acid battery, and it has always worked well.

I can recommend Soshine's 600 mAh 9V lithium-ion batteries also: they're the best nine-volt rechargeables I've found so far. Not only is their runtime superior to other 9V batteries, the poles are well-elevated, similar to the ones on single-use batteries. Many rechargeable 9V batteries have too little rise on their posts, but Soshine gives them ample loft to make a good connection with cap LED lights such as Pak-Lite. Also the white case has high albedo, easier to see in the dark.
