AW 18650 2600 mAh capacity measurement

In AW's sales thread and in the specs for the new 2600mAh batteries listed also by Lighthound, I read:

Capacity : 2600mAH ( rated at 0.2C discharge 4.2V - 2.8V @ 25°C)

On the other hand, in the Pila IBC charger compendium, I read that a Li-ion @3.6V is "empty for practical purposes", and below 3.5V it is over-discharged.

How come the capacity is measured by discharging a cell down to 2.8V, i.e. to a point where it is probably dead? Also, shouldn't the protection circuit trigger well before reaching this value?
 
that would depend on if it's under load.
oddly enough, they used a no-load voltage (4.2V), and then probably a loaded (2.8V) in their description.
 
3.6V resting voltage without a load. Nominal voltage under load is a different thing. For example, a 1.5V AA alkaline has an open voltage of 1.59V.
