By far, the most effective (and simplest) alkaline charger that I've ever used is the Battery Manager by Innovations.
I`ve had one of them for a couple of years. Nice unit, it will charge just about anything (except Lithiums of course) but is very s--l--o--o--w at charging large NiCds (and probably NiMHs too but I don`t have any). Great for refreshing a slightly used Alkaline cell though, I`ve got maybe 3 times the normal useful life out of a Duracell using it but you have to be careful to catch them at just the right moment- leave it too long and it won`t work near as well.
I think they are still avaliable but I can`t say where in the US cos I don`t know. Innovations themselves still has them in their catalogue here in the UK though.
