Newbie question - I'm a bit confused with this battery. Aren't Li-Ion batteries supposed to be 3.6V and not 3.7V?

Well, you can have a fixed output voltage out of an electrochemical cell by adding a regulation circuit in series with the load. This is how power banks work, for instance. The voltage will stay constant within the power limit of the regulator and the voltage difference in and out. Naked cells will always have voltage drop under load though.No battery in the world has fixed voltage.
