The 405nM output at 5ish mW - can it erase an eprom if the shined on the window? Unfortunately the only eproms I have are in running equipment so I cannot try this for obvious reasons!
Any light visible to uv will eventually erase an eprom. The 405nm is too long to do it in a reasonable time frame. The best thing to bulk wipe eproms with is an old sunlamp (about $10 at a thrift store) as it wipes them in about 3 minutes.

That's interesting. The "erasing lamp" appears to be a T5 4W fl bulb of the "germicidal" type. These peak around 256 nm though. They have CF 9 packages available too:
