Can 800-series toy fog light buls really get ECE E-mark approval?

My friend ordered a pair on eBay and I saw the box it came in and there was an E4 approval on it.



E4 CE ISO9001:2000



E4 inside a tube-TV-screen shaped box



Can't the manufacturer get in trouble with the Dutch government for falsely stating E-mark approval? From what I understand Europe doesn't run on the honor system like the US
