NEVER have anyone from the US send you anything by UPS - they charge HUGE outrageous fees in adition to duty/taxes.

UPS Ground is the bad one. The faster services include the brokerage fees I'm told so aren't too bad for Canada.

Look at the Romisen RC-N3 Q5 from shiningbeam(or other lights ther withing your price range). Their 6% off coupon is "cpfuser".

It might have less output at first but it will keep that output much better then a 3 AAA light.

I'm not sure what import tax would be though.

I own the Romisen RC N3 II Q5 (2 mode, 2xAA or 1xCR123/RCR123) and its a nice user light to have, i got it cos its got 2 modes and can be configured in 1xCR123 mode for easy pocket carry.

The other light i have from shiningbeam is the Romisen RC N3 warm white LED, same configuration but its only got 1 mode. Good budget lights all round and fantastic service, i live in Singapore and the time taken from my order to posting the light out was less than 24 hours! amazing!
