Will a Wolf Eyes Charger work with any protected 18650 ?

Only with protected cells with capacities of 1500 mAh or greater.

I plan on only using protected cells
I also have the PILA IBC charger.
I've been using only PILA and Wolf Eyes cells, they are getting old and capacity has dropped off. I'm going to need at least 5 18650's and 2 17650's
