Cheap constant current regulator for flashing tail light?

Back ground:
I am going to be making a couple high output flashing tail lights probably with Red Orange LuxIII being driven with bursts of at least 700ma preferably 1A. I know its crazy bright but I am in Fairfax County, Virginia where even cop cars with light bars do occasionally get rear ended....
I have already made a tail light with a single Lux III R0 and a KD constant voltage regulator board powered with 2AA. The current set up is way inefficent and dosnt last long on a charge. I am ready to step it up to LiOn. Yes I have considdered using a 2cell battery and one of the great taskled boards but they are not cheap.

Short question:
I have found the following regulator board at Kaidomain that looks perfect since I want a LuxIII RedOrange at some where between 700ma and 1200ma and I want it to blink, flashing or strobing is also acceptable. I would like to power it with a single 18650 or at most a 2cell parallel or series pack. Here is the board i have in mind:

It claims to be a buck/boost which seems ideal except that the luxIII RO is likley to have a forward voltagle low enough that it just bucks the whole time which is fine since I cant seem to find a similar buck regulator. I dont want the board to fry because of the low vf.
