D36 13v?

What battery setup runs a D36 drop in at 13 volts? 12 makes sense because 4 x CR123. Rechargables are 3.7 so what am I missing?

Probably rated like that for a bit of a cushion.
3 lithium's would be over 12 volts. not under load but,,,,,

All numbers are NOMINAL voltage and not actual. So 11.1V is much closer to actual voltage.
13 volts D36 works fine with this flashlight with 3x18500 cells, 3x26500 or ....
It also says so here.
So the answer is 3x18500, 3x18650, 3x26650 and ....

As thermal guy and fivemage already mentoned, it´s for 3x Lion rechargeable setups. They are 4.2v fresh from the charger => 12,6V.

They had to differentiate them from 4xcr123a lamps so came up with 13v
