Lumens Factory 3-13v Single mode driver problems with RCR123

I have a D26-LED High Output Single Mode LED Reflector Module (3.6V-13V) from Lumens Factory I purchased from LightHound that is having a slight issue when running RCR123's.

Every 5-8 seconds, the light flickers slightly, which is slightly annoying.

I am using Trustfire 880 RCR123's, and it happens when they hit about 4.0 volts. On a fresh charge (4.05-4.10V), there is no flicker. Same with fresh Surefire CR123's.

I was wondering if this is normal, or if I might have a faulty dropin, or if the protection circuit might be kicking in. If its the protection circuit, would AW RCR123's be likely to have the same problem?

I found this on one of my Lumens Factory Ho drop ins.
On one it would flicker really early on and then stop after a short while.
On the other there is no flicker at all with 1x Li-Ion 18650.

It seems to be a regulation issue, I think the voltage for regulation is reached and it drops to direct drive.
The other module is either in direct drive from the word go or it has a much lower point, a real 3.6 and not 4.0 like the one.

I simply use the one with the 4v temp flicker in a 9v setup and the other is used for 1x18650 applications.
