I bought a P1D-CE from www.fenix-store.com on Jan 4 . I started to have a problem with the light turning on consistently shortly after I received it. Sometimes the light would turn on and stay on when I turn it, other times it would just flicker and stay off.

I tried emailing and leaving voice mail with no response from Fenix for over 2 weeks now. Are they out of business or is this the way they treat customers that have problems?

Any advice on contacting Fenix?

Do you mean Fenix-Store? Fenix is a Chinese company, so I'm not sure how you'd contact them directly.
 
Service level probably depends on the dealer as I don't deal with the manufacturer at all. I haven't actually had any problems to require service, but my dealer 4Sevens has consistently been responsive and accommodating to questions and options I've requested.
