Flicker despite quality matched components?

Good evening. I am hoping someone with more experience than me can help me identify the reason for my new installation flickering at all power levels other than full power. The following are the parts used in my configuration: thanks!

It seems you aren't the only person having issues with that power supply, other people have had flicker issues as well. If possible i'd contact the place you bought it at and ask if you can have it replaced in case your unit is faulty.
