theres usually a reason for that....it may be QC rejects, poor products from insensitive companies, or otherwise exhibit inconsistent performance, high discharge, etc...its better not to take the risk.

but are they safe
Probably not, it spoke nothing of protection, so they may be simply generic LiCoO2 cells that was wrapped with a company logo.

and is the capacity true?.
Most likely no, why do people believe capacity written on labels I have no idea. We often presume that it is the interest of "good faith" that companies regard values in honesty. AW and Eneloop aside, many times know this is not so yet we continue to assume otherwise. :candle:
 
i just got done testing ANOTHER china battery from e-bay, this one was a cell phone battery claiming 1700ma, it came in at about 1070ma. the OEM battery has a real 1320ma in it, and is listed as such.

and yes i expect that companies and people will quit FRAUDING us, even if it is doing them so much good, its not a good thing they do.
