Go to Kmart and look for the Dorcy 1.5 million candlpower spotlight, it'll be about $20. For the cost, this is the finest handheld spotlight around. It's yellow, which helps you find it in the dark in an emergency (like if you look out the window and catch someone creeping around your yard).
If you can't find that, Walmart has the black Garrity 1 million candlpower spotlight for about $28. I've compared both side-by-side, the Garrity is actually slightly brighter due to a faceted reflector. This demonstrates the difference a quality reflector makes, since the Dorcy has a 75W bulb and the Garrity a 55W. Being all black, it looks more expensive and "professional" than the Dorcy. For maximum bang-for-the-buck, can't beat the Dorcy, though.
Of course, you have to realize they both have a runtime of 20 minutes, as almost all incadescent rechargable spotlights do - it is just the nature of the beast. But, at least both are rechargable, which will save a TON of money in the long run. The Surefire M6, while a gem of a light, uses $30 of disposable lithium batteries in 20 minutes - that can get expensive real quick.
HID is great, but you'd have to spend at least $100 more for that level of equipment. Kmart & Walmart have great return policies - you should try these first, you'll probably be amazed if you haven't seen this type of light in action before. I still remember the first time I saw a handheld rechargable spotlight in action, I thought "I can't beleive how much light that thing is putting out, for only a little bit more money than a 3-cell Maglite"
