How are battery voltages rated?

I have another tough question about how and why batteries have certain ratings.



For instance, I have four different Li Ion battery packs and when they are completely charged they repeatedly display a terminal voltage of ~8.43V. The total of the cells in series are stated as 2x3.7V or 7.4V.



The Li Ion packs always charge to 8.43V ever since I have owned them. However, they are listed as 7.4V batteries. Why is that?



Similarly, NiMH batteries often charge up beyond 1.4V - but they are listed as 1.25V batteries. Why is that?



Of course, these measurements are done with a meter and no other load or device. Or with a charger with a digital display. (again unloaded?)



So how do batteries acquire these voltage ratings?
