How good are these ultras?

They, like all other bulbs with blue/purple colored glass, are junk. Contrary to the misleading (bordering on fraudulent) advertising claims, they do not improve the performance of your headlamps. They physically cannot. In fact, they worsen your headlamps. See previous threads on this topic here, here , here, and here.

As far as I can tell, the only difference between the original Silver Star junk and the current Silver Star "Ultra" junk is fancier new packaging.

So basically what would be the best bulb to get for my 97 Subaru Legacy Outback? I already took the film off the lenses and polished them nicely. I'm looking for the brightest headlamp available.

I have the "old versions" and they ARE brighter than what was on my Jeep when I bought it(which isn't saying much.) They are 3+ years old and still going strong. YMMV.

Xtreme Power is a very good bulb — no blue glass to block light from reaching the road. Subaru headlight wiring is very thin and there tends to be a lot of resistance in the circuit (means voltage drop and under-powered running of whatever bulbs you eventually install). Relays and better wiring are a good idea...

Now I just need to find out how much it will cost to have that wiring done.

Are you reasonably handy with electrics? Shouldn't be too hard to do it yourself once you buy the right parts. Or there are a few vendors offering ready-to-install harnesses, but be careful and ask pointed questions about country of origin. No point replacing bad stock wiring with worse Chinese wiring...

Something like that I'm sure I can do. I did install my offroad lights and the wiring for them as well as the backup lights. I just have to study up on my cars electrical wiring, which I have the Haynes manual for it.
