I bought some extra Eagtac 18350 batteries. Should I use all of them by rotating them every so often? Or, can I store some of them without charging them until I need them?

I'm no battery expert but I think you have to first consider how many batteries you have and are you rotating through a few extras or a lot of batteries. Second you have to consider how much you use them up (discharge them) would it be better to just use a few and store the rest or not. Finally once you decide to either use them all or store some of them you have to either check them occasionally and recharge them or discharge the extras to a safe voltage and store them.
I'm not sure of the exact voltage to discharge them to, I think 3.6 or 3.7v may be the correct voltage best either someone else chime in or research them.

Yes, about 3,7 V is the best for long term storage. Keeping them in the freezer at that voltage is even better, but you have to let them come back to room temperature FULLY before using them.

Personally I have two 18350 batteries for the one light I have that uses them and I rotate them and leave the other battery fully charged.

My issue with "saving" batteries for later means either you were forced to buy more than you needed to get a decent price or maybe it takes too long to receive the batteries when you need more of them. Having extra batteries that sit for years isn't that useful and to me it may be 5 years down the line the unused properly discharged batteries (for storage) may still lose some capacity vs new ones.
