Thank you for all the suggestions; almost any one would would be perfect for personal use (cost) but the modified Fauxton and maybe the niteize lead the pack for ones I wouldn't get a headache over if lost.
Now if I can just find those flashing leds
greg- I found the fauxton but I'll be damned if the flashing leds will show themselves

I bought mine for $AU 0.30 each from ledsales.com.au they were:"5MMLEDwhiteflash", but I'm sure there are plenty of places that sell flashing LEDs (heaps on ebay). There are flashing blue LEDS too, I think you had a preference for blue in your OP.

The nite ize spotlit has 2 modes. A normal still light and a strobe or maybe blinking since it isn't really fast, accessed double clicking it within 5seconds.

pak-lites are cheap and have long run times on 9volt battery.
without the battery there is nothing there but a little molded plastic, a switch and two 5mm leds.
they have blue and turquoise, they have flashing options but not in those colors that I saw.
still seems like a good low cost beacon light to me.
