That's a touch question and made more difficult since I'm not sure what the context is. If you're talking about HID and asking whether one light in the 4300K range produces more IR emissions than another light in the 6000K range, my guess would be the 4300K produces more IR emissions for the same given lumen output. The reason I guess that is because the 4300K is a bit closer to the IR spectrum.
If what you mean is which type of lighting produces the most IR light by percentage then a dedicated IR LED light can produce only light that's within the IR spectrum and nothing in the visible. 850-900nM works best for most NV devices (which is usually why people ask) but the IR spectrum is much deeper...maybe to 1500nM or so.
Incandescent lights and heat lamps also produce a lot of infrared energy by percentage.

You answred what I needed to know. The 4300K is a bit closer to the IR spectrum. I wanted to put an Ir filter across a HID lamp and see how well my NV goggle would work. I've got a stanley that's 8000k and I'm going to see how well it works with a 5000k and a 4300k.
