Looking for a small *bright* wide-angle handlebar-mounted light

Hi Everyone,
I am looking for a small bright handlebar-mounted light that will DEFINITELY be noticed from a wide angle.

-No external battery pack
-Not multi-5mm led type, I'm thinking of a single CREE or SSC
-80+ lumens in wide angle

Something like a Zebralight H30 horizontally mounted light that has strobe and starts out on high. One solution would be some kind of mount for the H30 (but no strobe) or maybe a Fenix P2D.

The reason is that I just recently moved to Taipei where there are LOTS of blinking signs, headlights, road construction lights, etc. These small blinking LED bike lights are barely noticeable. I am not going to be using this bike light to see where I am going, but merely to be seen. Right now, I am hand-holding a Novatac 120P which definitely gets attention, but is a bit awkward to hold while riding. Any suggestions are appreciated!
 
how about that "traffic cone"-kind diffusor for Your Fenix?

cut off a bit at the end to have an additional main beam, too
 
What about using a twofish block to mount that nov?
 
I ordered a Fenix L1T and a TwoFish. I might eventually buy a Zebra light also, whenever the rumored H501 comes out (like the H30 only uses AA's). Will let you know how well it works for commuting. I definitely wouldn't point a 100 lume flashlight at strobe at oncoming cars...
