Looking: Single cell li-ion dc input charger

I'm looking for a single cell lithium ion charger with at LEAST a 1A current rating. Next tough part? Input range up to something like up to 12-15V DC. Next tough part? Needs to be compact. It doesn't necessarily have to be a premade consumer ready product, it can be a bare circuit board, I just need a complete charging solution.

I've been searching the internet for a solution and haven't turned up much. I found THIS, but that's about it. Any help would be appreciated. If someone knows how to MAKE the charger I need, as long as it is compact, relatively cheap/easy and SAFE (VERY important), I'm all ears.

EDIT: This circuit seems relatively simple (infact, unless I am misreading this, a single chip!) Would that work for what I want? On the plus side you could use the device from a source and it would charge the batteries with the excess power? Anyone?
