Looking to get an EDC light with a clip to attach to my pocket or occasionally to the outside of a backpack. Most of the pocket clips that I can find "clip" onto the flashlight. While they are fairly secure, I have lost a light because the clip fell off. Is there a more secure clip that completely surrounds the light or a way to make the clip-on clips more secure?

You might try expanding your search for flashlights with "captured clips", such as the FW3A.
Also, some lights incorporate a clip that is attached to the body by screws, like the RovyVon A25.
Both methods are usually more secure than the clip-on type.
