I agree with @knucklegary about trying to remove the switch internal parts. A pair of needle nose pliers should be sufficient to remove that silver ring with two divots. If it's glued, then some heat from a soldering iron directly on the ring should loosen it up.Yes, I did verify the problem is with the tail cap switch (I have two identical Cortex flashlights and when I interchange the tail cap switch from the other flashlight the flashlight works.)
