I happened to have a portable DVD player that does not want to play anything but I noticed that it had an external video input and came with and adapter cable that went from an RCA composite video output to a "headphone jack type" video input. I hooked it up to my Zenith DTV converter box and got it to display the AV input and it worked great. The only thing was the Zenith DTT900 needed AC to operate and the DVD player has a LiPo battery pack that snaps onto the bottom so it could run without being plugged in. I wanted to modify my Zenith box so I could run it off the DVD player's battery but then I found a DTV tuner by Winegard
Apparently, it was made for the RV/Camping market. Power normally comes from an AC adapter but a separate battery pack can also be purchased.

I figured it would also come in handy for portable battery powered and Emergency TVs provided that there is a composite video input or one can get the RF output onto the antenna of the portable TV.
