Ok Im lost, point me in the right direction SSC P4

With so many choices out there, and my limited electronic knowledge Im just overwhelmed on my first project. Someone please just send me a few links to tell me exactly what to buy and where to buy it from. I am not a big DX fan as I had a bad experience, but cutter looks promising.

Here is what I want to do, hopefully under about $70 before shipping.
4-6 SSC P4
2-3 blue leds to bring the color temperature above or around 10k
Driver/drivers
AC 110v power

I want to run them with as much current as I can while safely running them for about a constant 8-10 hours daily.

If you want really top-notch products and service, try the Sandwich Shoppe. They have P4s, but I don't know if they have blue ones. They also have the various versions of the Xitanium AC drivers (I don't know if they're in stock).
