The common connection appears to be -ve so the driver to R,G,B needs to "source" current, not "sink" current. I don't know specifics of which drivers (brand, model) can do this. Cheap 5v ones I have been working with are opposite (+ common).
Yes but there are different types. Some use power/data interface for serial daisy-chain LEDs. OP's looks like direct drive to each LED colour; and there is the drive polarity I mentioned. Web search shows hundreds of different ones.
