please recommend 1 x cr123 led torch with long runtime + brightness

Check out Surefire, Elzetta, Foursevens, all have 123 lights, but you are not going to get great runtime from a cr123 light. Might consider moving up to 18650, I use a Zebralight SC63 everyday and it is very compact. They currently make the SC65c HI that has 4000k and good tint, but I don't care about that. Good luck.

30 lumen model was the most efficient, but not too bright.
45/3 lumen model does 3h at full output and has around 80 lumens.
90/5 lumen model does 6h with stepdown at 1 min (around 60 lumens flat after step down).

Hard to buy though, but worth it. My go to light.
 
Take a good look at the Streamlight Protac 1L-1AA model.
Very popular on CPF. I have one. Triple fuel light. Can run off of one CR123 cell, or one AA battery, or (if you position it carefully inside the light) one AAA battery. Very versatile. Best output will be with the CR123 cell.

I totally agree, I've been using one of these lights for years, it's super handy with the CR 123, great storage life, good battery life, especially on the lower power setting, and if you get a bind, you can use an alkaline AA battery in the light and go right back to work, very fairly priced light for what it is.
 
Fenix PD25R. Comes with a 16340 cell that can be charged in the light but can also run on non-rechargeable cr123s.
Available in black or sierra green. I don't have one but will probably get one to go with my PD22 & PD22UE.
My expectation is that turbo (800 lumens) will not be available on cr123s so probably the 350 lumen high mode is the maximum which is plenty :).

HDS & Streamlight are v.good too.

Weasel... You initially asked about lights that use cr123 primary, 3.0v cells. Many lights that use this sized cell are also capable of using 13640- sized, 3.6v rechargeable cells. The 16340 cells usually yield more lumen output than 3.0v primary cells. Are you considering using both types of these calls, or are you committed to using only primary 3.0v cells?
 
Also, for starters, check out the Foursevens line of lights, especially the Quark Mini MKIII and Mini MKIII Turbo. These are well built lights, and many, many forum members have one or more version these lights in their inventory. These lights happily run on either primary or 3.6v cells, the only significant difference being that the Turbo modes won't be available when using 3.0v primary cells.

Others will be able to chime in with their experience with CR123 type lights such as Fenix, ArmyTek, EagTac, etc.
