I am torn between these two RCR123 chargers in my price range, the Ultrafire-W138 or W139

It clearly states the Charge current of each charger and i am wondering which one is better for the battery? Is higher current better for my batteries? I am getting AW RCR123 cells btw.
Thanks in advance. Also BTW i can't afford the Pila IBC, so if you do know a better charger for under $25 or around that price it would be helpful, but really just trying to decide between these two for the moment but don't know which current is best.
