I've removed the link you gave - eBay advertising is not permitted here.
For $13 you might decide it is reasonable value, depending on whether or not it works and if so, for how long. However if you look around some of the threads here, there is no doubt you could do a great deal better, even with a limited budget.
If you are interested in budget lights, this thread and its predecessors discusses many of those available.
