UltraFire WF-139 undercharging cells?

The charging indicator on my WF-139 turns green when cells reach 4.17v. After sitting in the charger for a few minutes, the voltage drops to about 4.12v and stay there no matter how long they are left in the charger. After removing the cell from the charger it will still read 4.12v after about an hour.

As per AW's sales thread on the MP my cells are only reaching around 87% charge.

4.2V – 100%
4.1V – 87%
4.0V – 75%
3.9V – 55%
3.8V – 30%
3.5V – 0%

Is this a defective charger, or should am I just lucky to not experience some of the issues with overcharging that some other people have with the same charger?

BTW I have been using only AW cells in the charger.

Your cells are fine, they will last more cycles this way. Mines the same way and i would rather have the charger turn green at around 4.17 volts then overcharge the cells.
 
Could also be a low battery in your DMM. Happened to me recently.
