There are a bunch of 130 watt H3 bulbs which should fit right in. Some not even colored, so they should give the highest output. I may have to try some (since the stock V 3MCP bulbs are colored and thus lose a bit of output). But, run time would obviously go down about 30%. And stock output is nothing to sneeze at. It's still a stupid bright light.

Better battery pack, er,...nothing that slips right in. Lead acid batteries are lead acid batteries. You could connect another 12v battery to the power jack and the 2 12v supplies could "float" on each other and you'd get a longer run time. But then you'd have to carry another battery around. Trying NiMH or others is likely cost prohibitive. At that point, an HID starts making sense.

where can I buy two of these 130W H3 bulbs? I'm kinda new to the automotive bulb thing

There are a bunch of sites on the internet, just google it-but I have little experience with them. JCWhitney I've ordered from before, but their stuff is usually rock bottom cheap (both price and quality). I still haven't ventured to the 130's, but I may have to look around at a few brick and mortar shops today-just prefer to put the cash on the counter and get my stuff in my hand.

I'm not sure about JCWhitney. Some very basic price comparison has them quite a bit more expensive than other prices I've seen on a very small selection of items...
 
Looks like you can buy the 9 inch Lightforce reflector for around 15 bucks, so maybe there is some modding opportunity here.

Do you have to charge up the Vector with an ac adapter, or can you do it from 12 volts (cig lighter plug)?

Vector 3MCP charges with AC (300 ma) or 12 volts. Just remember to talk the cigarette plug out when you are done, or it will "float" on whatever circuit is there and supply power back to the car (i.e. play the radio with no keys in the ignition, etc). Also, the car probably should be running when charging, otherwise it's not as effective.
