What sort of light is able to make this effect?

Sorry if this is in the wrong forum, but I had no idea where to post this because I didn't know what 'category' of light it fell into. But I am looking to purchase something that can do what occurs at 1:16 of this video:

Is it a strobe? A laser? It looks like it is a ball in a cradle type thing that spins around really fast, is there a technical name for this hehe. Thanks for your help guys! Sorry again if this is in the wrong place
