What's up with my li-ion batt?

I have 2 li-ion RCR123 (SONY brand-who knows). It is unprotected and the labels says 1200mAH (???). I usually put it in my cree light with a Surefire E1E body. But with one of the battery (3.88 volt, I measured with a multitester) is more brighter than the other one (4.1 volt). And the two batteries not even signaling a low power indication. The light is Sandwich Shoppe A19+Cree P4+FluPIC.

Could somebody tell me what's goin' on with these batteries? Thanks in advance guys...

Just a guess but sounds like high internal resistance in one of them - possibly from overheating, overdischarge or over charging. I had one cell - not a Sony - but RCR123 that read okay on voltage but had no power. I think it got fried while charging one time or it may have just been a bad cell.
