Building supply places. Many plumbing and electrical parts are made of copper. I picked up a box of 50 or 100 copper washers for a few bucks.

Yeah but those washers are usually too broad (OD-ID width) for flashlight applications (placed between tube and LED module, tube and switch circuit board, etc...). Usually you want one with an ID large enough for the the shoulder of the battery to pass through.

I did buy a 110 piece set that's on sale at Harbor Freight for $6 though. I figure I can dremel it to the size I want if needed.
